云南省人民政府近日印发《云南省新能源电池产业发展三年行动计划（2022—2024年）》（以下简称《计划》）明确，围绕新能源电池产业补链、延链和强链，聚焦重点企业培育和重大项目建设，发挥资源禀赋比较优势，加快构建完善的产业生态体系，打造布局合理、特色鲜明的新能源电池产业集群，推动新能源电池产业绿色低碳、循环发展。
《计划》提出，以新能源电池材料为重点，围绕“资源—材料—电芯—电池—应用—回收利用”全生命周期产业链，着力扩规模、延链条、拓应用，建成以昆明市（滇中新区）、曲靖市、玉溪市为重点，错位发展协同互补的新能源电池产业制造基地，推动云南省新能源电池产业“全链条、矩阵式、集群化”发展。通过3年的发展，形成一批优势突出、产业链完整的新能源电池生产和研发聚集区，新能源电池产业成为云南省绿色能源与先进制造业融合发展、实现工业增加值占地区生产总值比重大幅提升的重要动力源。
《计划》明确提出了三年行动中产业规模快速增长、产业链条持续完善、创新能力稳步提升的具体目标。明确了重点产品、产业链上下游的发展方向。

《计划》从强化组织领导、强化要素保障支撑、加大财政扶持力度、加强金融服务支持、优化营商环境精准招商、加快专业人才培引6个方面明确了具体保障措施。
《计划》强调，加大重大项目支持力度，对新能源电池产业链实际投资超过5亿元的新建项目、实际投资超过1亿元的技改项目、新引进落地的国家级研发及检测认证机构，通过有关财政专项资金予以支持。加大市场主体培育壮大支持力度，对入选国家级或省级单项冠军、专精特新“小巨人”、“纳规升规上台阶”的新能源电池产业链企业，通过省级工业和信息化方面的专项资金给予积极支持。加大特色产业集群打造，推进高质量新能源电池产业园区建设，加大新能源电池产业园区基础设施建设和配套力度，支持州、市创建国家级、省级先进制造业集群和园区创建国家级、省级新型工业化产业示范基地。
