云南2024年新能源电池全产业链产值将突破1000亿元

云南省人民政府近日印发《云南省新能源电池产业发展三年行动计划(2022—2024年)》(以下简称《计划》)明确,围绕新能源电池产业补链、延链和强链,聚焦重点企业培育和重大项目建设,发挥资源禀赋比较优势,加快构建完善的产业生态体系,打造布局合理、特色鲜明的新能源电池产业集群,推动新能源电池产业绿色低碳、循环发展。

《计划》提出,以新能源电池材料为重点,围绕“资源—材料—电芯—电池—应用—回收利用”全生命周期产业链,着力扩规模、延链条、拓应用,建成以昆明市(滇中新区)、曲靖市、玉溪市为重点,错位发展协同互补的新能源电池产业制造基地,推动云南省新能源电池产业“全链条、矩阵式、集群化”发展。通过3年的发展,形成一批优势突出、产业链完整的新能源电池生产和研发聚集区,新能源电池产业成为云南省绿色能源与先进制造业融合发展、实现工业增加值占地区生产总值比重大幅提升的重要动力源。

《计划》明确提出了三年行动中产业规模快速增长、产业链条持续完善、创新能力稳步提升的具体目标。明确了重点产品、产业链上下游的发展方向。

在产业规模快速增长方面,力争到2022年实现产值200亿元,新能源电池产业规模进一步扩大;到2023年实现产值500亿元,新能源电池产业项目集中建成放量、产业链持续完善;到2024年,新能源电池关键材料产业规模明显壮大,形成100万吨正极材料、50万吨负极材料、15亿平方米电池隔膜、20万吨电解液、9万吨铜箔、50GWh动力电池及储能电池、20万吨电池绿色循环利用的产能规模,新能源电池全产业链产值突破1000亿元。

《计划》从实施产业链完善提升行动、产业集群优化行动、市场主体培育壮大行动、重点项目建设专项行动、创新平台提升行动、绿色低碳循环发展行动六个方面,明确了三年行动的重点任务。

在实施绿色低碳循环发展行动方面,严守生态红线,保护生态环境,推动产业绿色发展。加快构建政府、企业和社会多方共同参与的新能源电池回收利用体系,支持引导企业积极参与新能源电池回收利用,规范新能源电池回收服务网点建设和运营。推进新能源电池回收利用信息系统建设,推动合作模式、标准体系、第三方评价体系、关键技术创新及应用,加快推动低速电动车、5G基站、数据中心电源等电池有关梯次利用领域回收利用试点工作,探索形成技术经济性强、资源环境友好的市场化回收利用模式。发挥大型通信铁塔基础设施服务企业在退役电池梯次利用中的引导作用,探索建设省级监测平台,构建规范高效的回收利用体系,促进产业健康有序发展。

《计划》从强化组织领导、强化要素保障支撑、加大财政扶持力度、加强金融服务支持、优化营商环境精准招商、加快专业人才培引6个方面明确了具体保障措施。

《计划》强调,加大重大项目支持力度,对新能源电池产业链实际投资超过5亿元的新建项目、实际投资超过1亿元的技改项目、新引进落地的国家级研发及检测认证机构,通过有关财政专项资金予以支持。加大市场主体培育壮大支持力度,对入选国家级或省级单项冠军、专精特新“小巨人”、“纳规升规上台阶”的新能源电池产业链企业,通过省级工业和信息化方面的专项资金给予积极支持。加大特色产业集群打造,推进高质量新能源电池产业园区建设,加大新能源电池产业园区基础设施建设和配套力度,支持州、市创建国家级、省级先进制造业集群和园区创建国家级、省级新型工业化产业示范基地。
