所谓“绿牌”，即新能源汽车专用号牌。该类型牌照最早于2016年12月1日，由上海、南京、无锡、济南、深圳等5个城市试点发放，2018年起在全国范围内推广应用。符合条件的纯电动车和混合动力车，均可获发新能源汽车专用牌照。

　　随着新能源车数量的攀升，新能源车所享受的补贴、上牌、限行、泊位等方面的“特权”，也受到争议。在上海，燃油车需要拍牌，电动车可以直接上牌；在杭州，新能源车可以直接上牌，享受不限行的政策。

　　在崔东树看来，提出合并蓝牌绿牌的建议，主要是考虑路权的统一，公平地对待燃油车和新能源车，“我们认为新能源车购置税减免政策应该取消，此举也有利于汽车行业的自然发展。”因此建议蓝牌、绿牌进行合并，也是乘联会建议的方向。不过崔东树表示，这是他们行业的建议，并没有提出具体的实现时间。

　　值得一提的是，关于取消“绿牌”的提议并非首次。去年12月，中国城市交通协会就曾建议将新能源汽车专用绿牌取消，让所有车辆统一使用蓝色标识牌，同时新增标识新能源车的统一字母前缀。

In Cui Dongshu's view, the proposal to merge blue and green license plates mainly considers the unification of road rights and fair treatment of gasoline and new energy vehicles. However, Cui Dongshu stated that this is a suggestion from their industry and did not provide a specific implementation time.
It is worth mentioning that the proposal to cancel the "green card" is not the first time. In December last year, the China Urban Transport Association proposed to cancel the green plates dedicated to new energy vehicles, make all vehicles uniformly use blue identification plates, and add a unified letter prefix to identify new energy vehicles.
