2025年3月28日-30日,2025中国电动汽车百人会论坛在北京召开,在29日举行的高层论坛上,国务院国有资产监督管理委员会党委委员、副主任苟坪在致辞中介绍,国资委将智能网联新能源汽车作为中央企业发展战略性新兴产业的重要方向。
一方面启动实施“央企产业焕新-新能源汽车布局发展行动方案”,以整车产品为突破口和核心载体,发力布局动力电池、汽车芯片、车用操作系统、智能驾驶体系、充电基础设施、资源回收利用等,切实增强核心竞争能力。
另一方面,优化出资人政策供给,推进产业结构调整和布局优化,针对中央汽车企业出台“一业一策”、“一企一策”考核方案,将新能源汽车业务单独考核,并充分考虑战略投入期经营性亏损,重点考核技术攻关、产品开发、市场占有率提升等情况,支持企业放开手脚,加力追赶。
苟坪表示,中央汽车企业下定决心、坚定信心、保持恒心,在产品竞争力、市场占有率、前瞻性技术创新等方面奋力赶超,取得了积极进展和成效。在投资布局方面,2024年三大汽车央企新能源汽车直接投资同比增长35%,在投资总额中占比超70%,“三电”关键资源已实现自主掌控、近地生产。在科技创新方面,生产销售汽车芯片超5亿颗,使用国产汽车芯片2.8亿颗,在汽车基础软件、轻量化材料、锂电池材料等方面取得了新突破。三大汽车央企新增发明专利授权超5000件,一汽新一代天工纯电平台、九章智能平台,热效率超47%的东风“马赫”混动发动机,长安天枢大模型、天域智慧座舱、天衡智能底盘等标志性成果投入商用。在产品市场方面,三大汽车央企推出天工08(配置|询价)、全新岚图梦想家(配置|询价)、阿维塔07(配置|询价)等24款新能源汽车,实现SUV、MPV、轿车、越野车等车型全覆盖。2024年央企自主品牌新能源汽车销量达175万辆,同比增长超80%。
他指出,国资委将坚定不移推动中央企业迎难而上、加力加速、提质升级,发展智能网联新能源汽车,努力为汽车强国建设作出新贡献。
一是着力创新引领,提升产业竞争力。夯实电动化根基,瞄准宽温域、高安全、长寿命电池,高效率、高转速、高功率集成化电驱,新型电子电气架构,以及高压快充平台等,开展关键核心技术攻关和共性技术研发,推动“三电”技术迭代升级。升级固态电池央企创新联合体,打造产学研协同技术创新平台,加快攻克高性能电解质材料、大容量电芯制备等关键技术难题。推进智能化变革,瞄准智能驾驶软硬件、车用基础软件、高算力车用芯片、智能线控底盘等加大投入强度和协同深度,筑牢自主可控的全栈式智能化技术底座,将新能源汽车打造成为人工智能落地的高价值典型场景。推动技术创新与产业创新深度融合,聚焦优质产品、卓越体验、绿色低碳,加快新技术、新功能上车应用,强化跨领域协同创新,推动新能源汽车与具身智能、低空经济、物联网等新技术新业态加速融合,实现双向赋能,融合发展。
二是着力优化布局,实现量质齐升。稳步推进重组整合,对整车央企进行战略性重组,提高产业集中度,集中研发、制造和市场等优势资源,加快打造具有全球竞争力、拥有自主核心技术、引领智能网联变革的世界一流汽车集团。推动企业内部专业化整合,提升资源配置效率,鼓励支持汽车央企与其它企业深化各种形式的合作,加快提升核心竞争力、市场占有率。加大力度高质量“走出去”,贸易与投资并举,合资与合作共进,自主与抱团结合,发展与安全统筹。推动汽车央企融入全球创新网络,准确把握海外市场需求,有序开展海外布局,逐步构建全球化运营体系,提升国际竞争力。同时,我们还要强化使命担当,不搞内卷式竞争,不卷价格拼品质,不卷参数拼体验,不卷噱头拼服务,共同构建更加健康、更可持续的汽车产业生态。
三是着力深化改革,推进模式创新。推动中央企业深入实施数字化转型行动计划,利用数字技术实现全方位、全链条改造,特别是要利用“AI+”颠覆研发范式,变革制造模式,重塑销售服务方式,以范式的智变推动产业的质变。推动中央企业建立更加符合知识经济时代特征的管理体系,构建结构扁平、简约高效的敏捷型组织架构,更加强调充分授权、激发潜能、驱动创新,推动中央企业进一步健全充分激励、权责对等的新型经营责任制,强化市场化改革和正向激励,健全要素参与分配机制,激发生产要素活力,更好体现市场价值。支持中央企业领导人员弘扬企业家精神,敢于创新、敢冒风险,不甘平庸、追求卓越。

At the high-level forum held on March 29, Gou Ping, member of the Party Committee and Deputy Director of the State owned Assets Supervision and Administration Commission of the State Council, introduced in his speech that the State owned Assets Supervision and Administration Commission regards intelligent connected new energy vehicles as an important direction for central enterprises to develop strategic emerging industries.
On the one hand, the implementation of the "Action Plan for the Revitalization of Central Enterprises' Industries - Development of New Energy Vehicle Layout" will be launched, with vehicle products as the breakthrough and core carrier, focusing on the layout of power batteries, automotive chips, automotive operating systems, intelligent driving systems, charging infrastructure, resource recycling and utilization, and effectively enhancing core competitiveness.
On the other hand, optimizing the policy supply of investors, promoting industrial structure adjustment and layout optimization, issuing "one industry, one policy" and "one enterprise, one policy" assessment plans for central automobile enterprises, separately assessing the new energy vehicle business, fully considering the operational losses during the strategic investment period, focusing on assessing technological breakthroughs, product development, market share improvement and other situations, supporting enterprises to loosen their hands and intensify their efforts to catch up.
Gou Ping stated that the central automobile enterprises have made up their minds, strengthened their confidence, and maintained perseverance, striving to catch up in product competitiveness, market share, and forward-looking technological innovation, and have achieved positive progress and results. In terms of investment layout, the direct investment in new energy vehicles by the three major state-owned automobile enterprises in 2024 increased by 35% year-on-year, accounting for over 70% of the total investment. The key resources of "three electricity" have been independently controlled and produced near the ground. In terms of technological innovation, we have produced and sold over 500 million automotive chips, using 280 million domestically produced automotive chips. We have made new breakthroughs in automotive basic software, lightweight materials, lithium battery materials, and other areas. The three major state-owned automobile enterprises have granted over 5000 new invention patents, and FAW's new generation Tiangong pure electric platform, Jiuzhang intelligent platform, Dongfeng "Mach" hybrid engine with a thermal efficiency of over 47%, as well as iconic achievements such as Changan Tianshu large model, Tianyu intelligent cockpit, and Tianheng intelligent chassis have been put into commercial use. In terms of product market, the three major state-owned automobile enterprises have launched 24 new energy vehicles, including Tiangong 08 (configuration | inquiry), the all-new Lantu Dreamer (configuration | inquiry), and Avita 07 (configuration | inquiry), achieving SUV MPV、 Car, off-road vehicle and other models are fully covered. In 2024, the sales of self owned brand new energy vehicles by central enterprises reached 1.75 million units, a year-on-year increase of over 80%.
He pointed out that the State owned Assets Supervision and Administration Commission will firmly promote central enterprises to overcome difficulties, accelerate efforts, improve quality and upgrade, develop intelligent connected new energy vehicles, and strive to make new contributions to the construction of a strong automobile country.
One is to focus on innovation leadership and enhance industrial competitiveness. Consolidate the foundation of electrification, target wide temperature range, high safety, long-life batteries, high-efficiency, high-speed, high-power integrated electric drives, new electronic and electrical architectures, and high-voltage fast charging platforms, carry out key core technology research and common technology development, and promote the iteration and upgrading of "three electric" technology. Upgrade the state-owned enterprise innovation consortium for solid-state batteries, create a collaborative technology innovation platform for industry university research, and accelerate the tackling of key technical challenges such as high-performance electrolyte materials and large capacity battery cell preparation. Promote intelligent transformation, target intelligent driving software and hardware, vehicle basic software, high computing power vehicle chips, intelligent line control chassis, etc., increase investment intensity and collaboration depth, build a self controllable full stack intelligent technology base, and turn new energy vehicles into high-value typical scenarios for artificial intelligence landing. Promote the deep integration of technological innovation and industrial innovation, focus on high-quality products, excellent experiences, green and low-carbon, accelerate the application of new technologies and functions in vehicles, strengthen cross disciplinary collaborative innovation, promote the accelerated integration of new energy vehicles with embodied intelligence, low altitude economy, Internet of Things and other new technologies and formats, achieve two-way empowerment and integrated development.
The second is to focus on optimizing the layout and achieving both quantity and quality improvement. Steadily promote restructuring and integration, strategically restructure state-owned enterprises in the automotive industry, increase industrial concentration, concentrate advantageous resources such as research and development, manufacturing, and market, and accelerate the creation of a world-class automotive group with global competitiveness, independent core technologies, and leading the intelligent networking transformation. Promote specialized integration within enterprises, improve resource allocation efficiency, encourage and support automobile central enterprises to deepen various forms of cooperation with other enterprises, and accelerate the enhancement of core competitiveness and market share. Intensify efforts to 'go global' with high quality, promote trade and investment simultaneously, advance through joint ventures and cooperation, integrate self-reliance and solidarity, and coordinate development and security. Promote the integration of automobile central enterprises into the global innovation network, accurately grasp overseas market demand, orderly carry out overseas layout, gradually build a global operation system, and enhance international competitiveness. At the same time, we must strengthen our sense of mission, not engage in internal competition, not compete on price for quality, not compete on parameters for experience, not compete on gimmicks for services, and jointly build a healthier and more sustainable automotive industry ecosystem.
Thirdly, we will focus on deepening reforms and promoting innovative models. Promote central enterprises to deeply implement the digital transformation action plan, use digital technology to achieve all-round and full chain transformation, especially to use "AI+" to subvert the research and development paradigm, transform the manufacturing mode, reshape the sales and service mode, and promote the qualitative change of the industry through the intelligent transformation of the paradigm. Promote central enterprises to establish a management system that is more in line with the characteristics of the knowledge economy era, build a flat, simple and efficient agile organizational structure, emphasize full authorization, stimulate potential, and drive innovation, promote central enterprises to further improve a new type of business responsibility system with full incentives and equal rights and responsibilities, strengthen market-oriented reforms and positive incentives, improve the mechanism of factor participation and distribution, stimulate the vitality of production factors, and better reflect market value. Support leaders of central enterprises to promote entrepreneurial spirit, dare to innovate, take risks, be unwilling to be mediocre, and pursue excellence.
